1995年，俄罗斯政府急需资金。为解燃眉之急，叶利钦政府和一些新兴商人联合推出了一项名为“贷转股”的计划。通过这项计划，商人把钱贷给俄罗斯政府，并以极低的价格获得石油及其他公司的股票作为抵押。一旦政府在贷款上违约，这部分股权则变成放款人的财产，放款的商人于是就会获得这些新公司的控制权；政府则靠着获得的短期资金，保持其在1996年“总统大选”之前的正常运转。如此的资产私有化形式实非同寻常。
关于谁最终将拥有这些资源以及控制资源带来的财富，俄罗斯人内部也许有不同意见，但是有一点他们都同意，那就是这个人不该是外国人。
2000年，在普京当选俄罗斯总统的时候，尤科斯掌门人米哈伊尔·霍多尔科夫斯基也即将成为俄罗斯最富有的人。
霍多尔科夫斯基在政治上的花费也广为人知。
霍多尔科夫斯基还让外界周知，他准备花钱把俄罗斯从一个总统制的国家变成一个议会制的国家。言外之意就是他意图成为俄罗斯总理，而卖掉尤科斯部分资产可以给他带来几十亿美元的竞选资金。
2003年10月25日凌晨5点，俄罗斯联邦安全局特工冲上飞机逮捕了他。2005年春天，经过漫长的审判，霍多尔科夫斯基以偷漏税款被判有罪，随后被丢进了一所遥远的、与世隔绝的西伯利亚监狱。2011年，法院以侵占公款罪对其进行了二次审判，霍多尔科夫斯基被判有罪，刑期延长。
至于尤科斯，如今已经风光不再。公司被拆解，尤科斯已名存实亡，并被俄罗斯石油公司收购。
当21世纪进入第二个十年，俄罗斯作为一个产油国，实现了真正意义上的回归。
总体而言，俄罗斯再一次成为实际上最大的石油生产国，以及第二大石油出口国。
石油和天然气也是俄罗斯本国经济发展的引擎。正如普京在1999年发表的论文中所述，这些资源的确是俄罗斯经济恢复及发展的发动机，也是俄罗斯财政收入的第一来源。高油价意味着将会有更多的钱财流向这个国家的国库。

2011年8月，俄罗斯石油公司宣布将和埃克森美孚公司展开全面合作，双方在2012年3月正式签署协议。
两大公司将共同开发北冰洋喀拉海海域内三个潜在的巨大资源块——总面积相当于北海油田和墨西哥湾内所有租用区块的综合。
北极项目属于典型的长期开发项目。究竟有多少石油和天然气，谁也说不准。正是投产最早要哦等到2022年。
苏联已经不复存在，然而，俄罗斯人的利益还在。
苏维埃解体后，俄罗斯人立即对外宣称这些新建立的国家属于一个新的设想区，即“近国外”，并企图重建对这些国家的主导地位。
对于美国和英国，新独立国家的政权巩固是后冷战时期的一项未尽事宜，也是维护一个全新的、更加和平的世界秩序的必然要求。这也是新独立国家实现关于民族自决的“威尔逊梦想”的一个机会。在美国人和英国人眼里，俄罗斯在该地区建立专属势力范围将会是危险和不稳定的。除此以外，还存在伊朗趁虚而入的风险。
